Brian Mulawka

New Director

I am putting my name forward because I want to make sure homeowner rates are kept as low as possible, and that the HOA doesn't bring in unnecessary rules or get involved in areas it doesn't need to.

My dad owned a home construction company for many years (he's now retired) and I worked with him off and on for several years: I had my Realtor license for a couple years; I did some work on contracts (but I'm no expert); and I also helped on the jobsites sometimes (where I'm definitely not an expert). I don't know everything about this, and I've never been part of an HOA before, but I am willing to get involved to make sure the HOA doesn't waste everyone's money

Art Kominek has served on the Queen Mary Park Community League as a director at large between 2012-2014. It was valuable experience to understand the challenges bringing a diverse community and even the required collaborative work with the City of Edmonton community liaison. Other interesting experiences came up through requests by commercial developers (Brewery District through Oliver Community collaboration, as well as Grant MacEwan University expansion).

A current member of the ICD (Institute of Corporate Directors), Art Kominek holds the elected seat as Director of the Realtors® Association of Edmonton. Art Kominek is a highly accomplished real estate manager with 23 years of experience in commercial and residential sectors. In recognition of his exceptional performance, he achieved the prestigious CREB Million Dollar Club award in 2004 and 2005. His agent training experience and his Computer Science degree, led him to become a CREB instructor, where he taught technology-related courses and served as a headline speaker at a summit event. Recently, Art acted as a Subject Matter Expert, contributing to the audit of Alberta Real Estate Association’s (AREA) training course to align with the Real Estate Council of Alberta’s (RECA) competencies. Currently as a broker delegate, holds a compliance manager position, helping agents resolve conflicts and navigate complaint processes across the various levels of industry stakeholders.  With a passion for real estate and an unwaivering commitment to excellence, Art is highly regarded as an industry contributor and is sought after by organizations and professionals for his experience.

These are countless hours of volunteering to help our community be what you chose it to be. We have 4 children, and are passionate about this family oriented community, it’s safety and connecting neighbors.

Fun Facts: I competed at nationals as a University of Alberta gymnast, and programmed ground control stations for UAV’s for the US military.

Father of 4. As many of you were never told of an HOA, we were not either. I even asked to double check and I was told no. My goal is to have no fee’s or as little as allowed. The letter we all received with ridiculous administration fee’s is a scam. I will do everything in my power to eliminate or make the fee as small as possible

I’ve lived in Starling since 2017 and am putting my name forward for the Board of Directors because I believe the HOA should be minimal in scope, financially responsible, and accountable to homeowners. Many of us were never clearly told about the HOA when we bought here, and we certainly weren’t expecting rising fees or administrative costs that feel like another tax.

With inflation, mortgage rates, and property taxes already putting pressure on families, the last thing we need is another layer of costs for services that aren’t essential. If the HOA must exist, it should be doing the least amount necessary to meet its legal requirements—nothing more.

I have experience serving on condo boards, so I understand how these organizations operate. I also work in municipal government managing road operations, where I deal daily with budgets, contractors, and infrastructure planning. I hold a Civil Engineering diploma, a Bachelor of Technology degree, and an MBA. My background gives me a strong understanding of responsible governance and cost control.

I’m running to ensure that the HOA remains lean, transparent, and focused on protecting homeowners—not adding burdens. We don’t need more rules or more fees—we need common sense and fiscal restraint.

I have been a proud homeowner in our neighborhood since 2018 and take pride in being part of this community. Professionally, I serve as the Corporate Director of Operations at local Construction Management Company, where I manage budgets, costs, contractor selection, and overall project quality. My role requires me to ensure projects are delivered efficiently, cost-effectively, and to a high standard — skills I believe are directly relevant to serving on our HOA board.

I would bring the same focus on fiscal responsibility and quality to our community. My goal is to help keep HOA fees as low as possible, and if fees are required, ensure that every dollar spent delivers the best value for homeowners. Most importantly, I care about maintaining a safe, well-kept, and thriving neighborhood for all of us.

I am putting my name forward for the HOA Board because I want to help get the HOA compliant with its own bylaws and other legal requirements, minimize our fees and ensure that any funds are used to actually benefit our community. I also want to explore all available options for the future of the HOA so members can have an informed say on the next steps. The current board has not followed basic legal requirements for billing homeowners of organizing the AGM, and I successfully got them to correct their most obvious errors, resulting in the fee for this year being halved. If elected, I will try to make things right for those that overpaid.

Our family has called Starling home since 2014. My wife, our two daughters, and I have enjoyed the many amenities our community offers and have appreciated the continued growth of pathways and nearby services.

As an Alberta Land Surveyor and Professional Engineer with experience in both municipal and energy projects, I’m eager to contribute my skills to help establish a strong foundation for the HOA. My goal is to support the creation of an effective, cost-conscious structure that provides clear oversight of community assets, ultimately helping to preserve and enhance property values for all members.
